It compares the property's assessed value against genuinely similar homes (same reassessment group, similar size/lot/age, same zip), returns the group's median sales ratio, a verdict branch (fair/review/elevated/insufficient), and Maryland's appeal windows with official filing links. If multiple parcels share the address, it returns multiple_matches with account ids, requiring a re-call with the acct parameter.
